one is above the law, especially the law itself. This issue’s
lead story on Reserve Bank of India’s (RBI) reprimand of the
very proactive Ministry of Tourism (MoT), has shown that even the
government, while proposing new measures for the ‘improvement’
of the country and making countless promises, is not the most diligent
in following guidelines.
